Clarifies that an Individualized Education Program (IEP) may include specialized deaf and hard-of-hearing related services as the sole special education services provided to a student

Recognizes that deaf or hard-of-hearing students have unique communication and educational access needs that may not require placement in a special day class or instruction from a special education teacher

Allows specialized deaf and hard-of-hearing services (Service Code 710) to be delivered as standalone services rather than requiring additional special education services

Permits these related services to be contracted through certified nonpublic, nonsectarian agencies when a teacher is providing communication and access support rather than core academic instruction
