Creates the Community Violence Interdiction Grant Program administered by the California Health and Human Services Agency to fund local community programs aimed at decreasing violence in neighborhoods and schools

Eligible programs include gang outreach and deterrence initiatives, youth recreation and health interventions during peak violence times, trauma-based interventions for students, youth diversion programs, and school-based health centers

Grants awarded competitively with preference given to cities disproportionately impacted by violence and gang involvement, and to community-based organizations serving those areas

Requires the Director of Finance and Legislative Analyst's Office to calculate annual savings from state prison closures beginning July 31, 2026, with the Director certifying results to the Controller by August 1 each year

Establishes the Community Violence Interdiction Grant Fund, with the Controller transferring calculated prison closure savings from the General Fund to this fund before August 15, 2026, and annually thereafter, upon legislative appropriation
