Creates a new Division of Female Programs and Services within the Department of Corrections and Rehabilitation, headed by a director with at least 5 years of experience serving female correctional populations in custody settings

Establishes the Gender Responsive Strategies Commission composed of community organizations, researchers, policy experts, legislators, union representatives, formerly incarcerated women, legal advocates, and incarceration reform advocates to meet quarterly

Requires the department to submit reports to the Legislature on the Female Offender Reform Master Plan implementation by March 1, 2026, and every 3 years thereafter, with updates posted to the department's website

Mandates 40 hours of initial training specifically focused on working with female populations for staff at female prisons, plus 8 hours of annual training thereafter

Requires appointment of an ombudsperson solely assigned to adult female institutions and reorganizes gubernatorial appointments to include one subordinate officer specifically overseeing female adult institutions
