Adds "women with children" as a specifically named vulnerable population that cities, counties, and continuums of care receiving state homelessness funding must develop system supports for, alongside families, domestic violence survivors, and unaccompanied women

Requires cities, counties, and continuums of care to submit their homelessness analyses and goals developed with victim service providers to the Interagency Council on Homelessness

Mandates the Interagency Council on Homelessness to post the submitted local analyses and goals on its website

Expands the Interagency Council on Homelessness' goal-setting requirements to include preventing and ending homelessness among women with children, in addition to domestic violence survivors and unaccompanied women

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs
