Establishes the California Commission on the United States Semiquincentennial until January 1, 2029, to plan and coordinate events commemorating the 250th anniversary of the Declaration of Independence and American Revolution in 2026

Creates a 16-member commission including the State Archivist as chairperson, 4 legislators, and 11 public members appointed by the Governor, legislative leaders, and the commission itself

Requires the commission to operate entirely on private funding and in-kind contributions with no General Fund impact, creating a Semiquincentennial Fund held by the Treasurer to receive private donations and federal grants

Prohibits the commission from conducting business until the Controller certifies sufficient private funds are available; if funds are insufficient by February 1, 2026, the commission dissolves and remaining funds are returned to contributors pro rata

Mandates annual reports to the Legislature, an online transparency portal, and transfer of all records to the State Archives by December 31, 2028
