Builds on existing diaper assistance through CalWORKs, which provides $30 per month for children under 36 months to welfare-to-work participants, but does not extend to CalFresh or WIC recipients

Requires no new appropriation and takes effect upon a disaster proclamation by county, city, state, or federal government
