Modifies administrative penalties for carpet recycling program violations to $10,000 per day for standard violations and $25,000 per day for intentional or knowing violations

Requires carpet stewardship organizations and producer responsibility organizations to create governing boards with one voting member from the Carpet and Rug Institute and five nonvoting members representing environmental organizations, retailers, labor, collectors/haulers, and recyclers

Expands approved collection sites for carpet recycling to include carpet recycling centers, municipal facilities, and retailers in addition to solid waste facilities

Requires producers to label carpet backs with producer name, manufacture date, and listing of face fiber and backing material types starting January 1, 2027, and mandates 5% postconsumer recycled carpet content by 2028

Mandates detailed annual reporting on grants and incentive payments including recipient names, amounts, selection criteria, timelines, and conflict of interest disclosures for both the carpet stewardship program and producer responsibility program
