Makes housing support services a covered Medi-Cal benefit for beneficiaries experiencing homelessness or at risk of homelessness, contingent on legislative appropriation for funding

Requires the Department of Health Care Services to seek federal approval for the housing support services benefit by March 31, 2026

Covered services include housing transition navigation services (help finding housing, completing applications, obtaining documentation), housing deposits (security deposits, utility setup, first/last month rent, necessary furniture), and housing tenancy sustaining services (eviction prevention, landlord mediation, skills training)

Removes the previous requirement for the department to complete an independent network adequacy analysis before implementing housing support services

Once the federal benefit is approved, housing support services will no longer be optional "community supports" that Medi-Cal managed care plans may elect to cover, making them a standard benefit instead
