Establishes the Career Apprenticeship Bridge Program within the Division of Apprenticeship Standards to coordinate apprenticeships for in-school and out-of-school individuals ages 16 to 24

Creates pathways connecting high school preapprenticeship programs to college-level apprenticeships, as well as apprenticeship pathways for individuals in adult education programs

Requires the division to work with the State Department of Education and California Community Colleges to develop program parameters, identify regional intermediaries, and adopt regulations for fast-track pathway approval

Mandates a report to the Legislature by January 1, 2028, identifying barriers to employer participation in the program

Requires the division to develop and maintain a public dashboard by January 1, 2030, tracking outcomes for program participants
