Eliminates the option to file campaign statements and reports by facsimile transmission and authorizes certain reports to be filed by email instead

Replaces the term "campaign statement" with "campaign report" and "statement of organization" with "registration" throughout the Political Reform Act

Removes the $100,000 cap on personal loans candidates can make to their own campaigns for state, county, or city office, while maintaining the prohibition on charging interest on such loans

Requires all persons and entities filing with the Secretary of State to file online or electronically once the new Cal-Access filing system is certified, with all subsequent reports also required to be filed electronically

Repeals the provision requiring the Fair Political Practices Commission to provide a short form for candidates and officeholders receiving or spending less than $2,000 annually
