Prohibits motor vehicles covered by automobile liability insurance from being classified as common carriers, commercial vehicles, for-hire vehicles, permissive use vehicles, or livery vehicles solely because the insured is providing public social services or social service transportation

Protects individuals who use their personal vehicles to provide social services from having their insurance reclassified to higher-cost commercial categories

Clarifies that the new protections do not impair, affect, or change the rights, duties, or obligations of the named insured's employer

Adds Section 11580.27 to the Insurance Code, effective upon approval by the Governor on October 13, 2025
