Expands California's address confidentiality program to include gender-affirming health care providers, employees, and volunteers who face threats or harassment, allowing them to use a Secretary of State-designated address in public records

Prohibits posting personal information or images of gender-affirming health care providers, employees, volunteers, or patients online with intent to incite violence or harassment, with penalties up to $10,000 per violation and imprisonment

Bars reporting of testosterone and mifepristone prescriptions to the state's Controlled Substance Utilization Review and Evaluation System (CURES), and requires the Department of Justice to remove existing records of these prescriptions by January 1, 2027

Expands protections against out-of-state legal actions by redefining "prohibited violation" to include all "legally protected health care activity" (reproductive and gender-affirming care), preventing California courts from issuing warrants, subpoenas, or other legal processes for investigations based on other states' laws

Authorizes the Attorney General to bring civil actions against anyone who submits false affidavits claiming legal discovery requests are unrelated to protected health care activities, with penalties of $15,000 per violation
