Expands California's Plastic Microbeads Nuisance Prevention Law to prohibit selling, distributing, or offering personal care products containing plastic glitter starting January 1, 2029

Bans personal care products in non-rinse-off formulations and cleaning products containing one part per million or more of plastic microbeads used as abrasives, effective January 1, 2029

Allows a one-year grace period until January 1, 2030 for selling existing stock of personal care products with plastic glitter that was acquired and transported into California before January 1, 2029

Violations are subject to civil penalties of up to $2,500 per day under the existing Plastic Microbeads Nuisance Prevention Law

Defines plastic microbeads as intentionally added solid plastic particles measuring five millimeters or less in every dimension
