Authorizes California's Independent System Operator (ISO) and electrical corporations to participate in voluntary energy markets governed by an independent regional organization starting January 1, 2028, subject to 13 specific requirements including respecting state authority over procurement, environmental, and reliability policies

Requires the independent regional organization to maintain transparent governance structures including a public policy committee, state regulator advisory body, consumer advocate funding, office of public participation, and open public meetings with recorded proceedings

Mandates the ISO complete a study by December 31, 2026 on job impacts in California, including effects on powerplant construction and maintenance employment, before implementing the regional market transition

Requires the ISO to maintain technical capability to operate energy markets independently, allowing California entities to withdraw from the regional organization's markets, and prohibits changes to the ISO's balancing authority area except for standard equipment modifications or mutual agreements with other California balancing authorities

Deletes previous provisions from the Clean Energy and Pollution Reduction Act of 2015 that provided for ISO transformation into a regional organization with a January 1, 2019 deadline, and repeals existing Power Exchange provisions
