Expands the Consumers Legal Remedies Act's prohibition on deceptive practices related to veterans' benefits to cover not just events, presentations, seminars, and workshops, but also any advertised or promoted service regarding veterans' benefits or entitlements

Requires anyone advertising veterans' benefits services to include a disclaimer stating they are not authorized to file initial applications for Veterans' Aid and Attendance benefits or represent veterans before the Board of Veterans' Appeals, unless they are licensed to do so

Mandates that services or events not sponsored by the U.S. Department of Veterans Affairs, California Department of Veterans Affairs, or congressionally chartered veterans organizations must disclose this fact and state that promoted insurance products are not endorsed by those organizations

Required disclaimer statements must be disseminated both orally and in writing at the beginning of any service or event regarding veterans' benefits
