Authorizes the Department of Alcoholic Beverage Control to issue up to 12 new neighborhood-restricted special on-sale general licenses per year in Los Angeles County starting January 1, 2026, until 40 total licenses are issued

Licenses are limited to bona fide public eating places located in specific census tracts within Los Angeles County, with no more than 20 licenses allowed in each of three designated geographic groupings

Prohibits license holders from selling or transferring the license for more than the original fee paid, and restricts transfers to within the same neighborhood area

Applicants who currently hold or have held an on-sale general license for the same premises within the past 12 months are ineligible for these new licenses

Licenses cannot be transferred between counties, exchanged for public premises licenses, or moved to different premises except when destroyed by fire or act of God
