Makes it unlawful for financial institutions, payment processors, geolocation providers, gaming content suppliers, platform providers, and media affiliates to knowingly and willfully support online sweepstakes game operations in the state

Violations constitute a misdemeanor punishable by fines of $1,000 to $25,000, up to one year in county jail, or both

Exempts licensed gambling enterprises under the Gambling Control Act, California State Lottery operations, and legitimate promotional sweepstakes conducted on a limited, occasional basis as marketing tools for bona fide consumer product sales

Expands existing unfair business practice prohibitions to explicitly cover internet websites and online applications that simulate gambling through sweepstakes with predetermined prizes or dual-currency payment systems
