Grants civilian law enforcement oversight boards and commissions access to confidential personnel records of peace officers and custodial officers during investigations or proceedings concerning officer conduct

Authorizes county inspector generals to access peace officer and custodial officer personnel records required for their oversight duties

Requires oversight boards and inspector generals to maintain confidentiality of accessed records consistent with existing Penal Code Section 832.7

Permits sheriff oversight boards to conduct closed sessions to review confidential records obtained for oversight purposes, provided sessions comply with applicable confidentiality laws

Clarifies that exercises of oversight powers by boards of supervisors, sheriff oversight boards, or inspector generals do not constitute obstruction of sheriff investigative functions
