Prohibits unsolicited offers to purchase residential real property in 15 specified ZIP codes in Los Angeles and Ventura Counties affected by the January 2025 wildfires

Requires buyers and sellers to execute a written attestation before title transfer confirming the purchase was not the result of an unsolicited offer, which must be recorded with the deed

Violations carry civil penalties up to $25,000 per violation and misdemeanor charges punishable by up to $1,000 fine or six months imprisonment

Sellers may cancel purchase agreements entered into through unsolicited offers up to four months after contract execution

Takes effect 30 days after enactment as an urgency statute and automatically repeals on January 1, 2027
