Exempts gas-fired furnaces and water heaters from state or district regulations that prohibit or restrict their sale based on nitrogen oxide emissions, provided the appliance is installed with a propane conversion kit for propane firing only

References existing rules by the Bay Area Air Quality Management District (Rules 9-4 and 9-6) and South Coast Air Quality Management District (Rule 1111) that already exempt propane as an acceptable fuel source

Adds Section 41709 to the Health and Safety Code defining "appliance" as furnaces, water boilers, or heaters for purposes of this exemption

Applies to regulations adopted by both the State Air Resources Board and local air pollution control or air quality management districts
