Delays the California AI Transparency Act's operative date from January 1, 2026 to August 2, 2026

Requires large online platforms (2+ million monthly users) starting January 1, 2027 to detect provenance data in content, provide user interfaces disclosing whether content was AI-generated or device-captured, and prohibits stripping provenance data from uploaded content

Mandates capture device manufacturers (cameras, phones, voice recorders) to embed latent disclosures by default in recorded content starting January 1, 2028, including manufacturer name, device name/version, and creation timestamp

Prohibits GenAI system hosting platforms from knowingly making available any generative AI system that does not include required disclosures, effective January 1, 2027

Establishes civil penalties of $5,000 per violation per day, enforceable by the Attorney General, city attorneys, or county counsel, with prevailing plaintiffs entitled to attorney's fees and costs
