Action plan must include best practices for assessing high-voltage hazards after collisions, ensuring safety of drivers and first responders, evaluating health risks from toxic emissions, and establishing safety buffer zones

Plan must address wildfire risk reduction, preventing structural damage to bridges and overpasses, minimizing roadway closure duration, and mitigating battery reignition risk

Office must consult with stakeholders including the State Fire Marshal, California Highway Patrol, Department of Transportation, electric truck manufacturers, and labor organizations when developing the plan

Amendment shifted responsibility from the Department of the California Highway Patrol to the Office of Emergency Services
