Requires Los Angeles Community College District to annually enter into a memorandum of understanding with LA Metro to provide free GoPass TAP cards to participating students who opt in during class registration

Establishes a student ambassador program where LA Metro, in partnership with the district, hires students in good academic standing to assist with safety, passenger information, maintenance reporting, and public outreach on transit lines serving district campuses

Student ambassadors must be compensated at minimum $25 per hour by the Los Angeles Community College District and receive training in transit operations, conflict resolution, and public engagement

Each of the district's nine campuses must designate a coordinator to encourage student participation in the ambassador program

Mandates annual reporting to the Department of Finance and legislative budget committees on GoPass enrollment numbers, ridership data, ambassador program participation, safety metrics, and program improvement recommendations
