Requires the Department of Toxic Substances Control to initiate rulemaking to develop alternative management standards for solar photovoltaic modules that facilitate greater material recovery

Mandates the department to adopt the federal transfer-based exclusion regulation (40 CFR Section 261.4(a)(24)) for solar photovoltaic modules, which excludes certain hazardous secondary materials transferred for reclamation from being classified as hazardous waste

Designates solar photovoltaic modules that can be resold, reused, or refurbished as "surplus material" rather than waste under existing state regulations
