Counties with a total population under 2,000 persons may now designate another county to administer the California Children's Services (CCS) program on their behalf

The accepting county must agree to the designation and meet CCS standards established by the Director of Health Care Services

Neither the delegating county nor the accepting county can be a Whole Child Model county under the Medi-Cal program for this designation to apply

The State Department of Health Care Services must adopt regulations to implement these provisions, including requirements for written agreements between participating counties

The department may use provider bulletins, written guidelines, or similar instructions to implement the changes until formal regulations are adopted
