Prohibits landlord retaliation against tenants who request reasonable accommodations and allows tenants to seek actual damages plus statutory damages of $100 to $5,000 for violations

Requires confidential handling of any certification or documentation identifying a tenant as a victim, with disclosure permitted only under federal/state law requirements, safety necessity, implementation needs, or explicit tenant authorization
