Expands the exemption for county probation departments to purchase and use "unsafe handguns" (firearms not on California's approved roster) as service weapons for sworn peace officers

Removes the January 1, 2021 deadline requirement for county probation officers, allowing them to satisfy training requirements by completing the firearms portion of a POST-prescribed training course at any time

Requires county probation officers using these handguns to complete live-fire qualification at least once every three months (more frequent than the six-month requirement for other exempt agencies)

Extends existing vehicle storage requirements and reporting obligations to county probation personnel who obtain unsafe handguns under this exemption, with violations punishable as an infraction with fines up to $1,000

Maintains the prohibition on transferring or selling unsafe handguns obtained through this exemption to non-exempt individuals, with civil penalties up to $10,000 for violations
