Expands the State Fire Marshal's jurisdiction to include intrastate carbon dioxide pipelines and requires adoption of safety regulations by July 1, 2026 that are at least as protective as federal Pipeline and Hazardous Materials Safety Administration draft rules from January 2025

Prohibits converting pipelines originally built for other substances to transport CO2 and bans construction of CO2 pipelines using previously used pipe or components

Bars construction of CO2 pipelines where sensitive receptors (schools, hospitals, residences, businesses) are within a 2-mile emergency planning zone unless computational fluid dynamics modeling demonstrates acceptable risk levels

Requires pipeline operators to submit emergency planning zone inventories and maps to the State Fire Marshal and lead agency, provide maps to local emergency responders every 3 years, and annually notify sensitive receptors identified in risk modeling

Mandates that CO2 transported by pipeline for California Global Warming Solutions Act compliance must use pipelines meeting State Fire Marshal standards, and authorizes pipeline shutdowns for safety violations or after ruptures until investigations are complete
