Establishes the College Access for All Fund in the State Treasury to support undergraduate students at the University of California (UC) and California State University (CSU)

Fund moneys would be used to lower the cost of undergraduate attendance through tuition reductions, loan repayment programs, or a combination of both

Legislative findings note UC tuition has nearly quadrupled and CSU tuition has increased sixfold over the past 50 years, with UC annual attendance costs now exceeding $45,000

Approximately 4 million Californians currently owe over $142 billion in student debt, and two-thirds of UC and CSU undergraduates take on debt due to high tuition and living costs

Fund disbursements require appropriation by the Legislature; the bill itself does not appropriate any money
