Establishes the California Safe Homes grant program, administered by the Department of Insurance, to reduce wildfire losses, improve community insurability, and fund home hardening projects that align with the department's Safer from Wildfires regulations

Creates the Sustainable Insurance Account within the Insurance Fund to hold appropriated funds, federal grants, or other funding sources for the program

Prioritizes grant funding for: (1) roof replacements meeting Safer from Wildfires standards, (2) creation of five-foot noncombustible zones around structures, and (3) communitywide wildfire mitigation projects

Limits individual grant eligibility to low-income homeowners in high or very high fire hazard severity zones whose properties are insured by an admitted insurer or the California FAIR Plan

Requires the department to publish a performance report by January 1, 2027, and every two years thereafter, detailing grant distribution, mitigation actions funded, and program improvement recommendations
