Establishes the Quick-Build Pilot Program to expedite development and implementation of low-cost improvements on the state highway system, including bicycle and pedestrian facilities

Requires the Department of Transportation to develop and publish guidance for deploying district quick-build improvements by December 31, 2027

Mandates the department identify and commit to funding a minimum of 6 quick-build improvements statewide by December 31, 2028

Defines quick-build improvements to include installation of signage, lane markings, and other low-cost measures to improve safety of bicycle and pedestrian facilities on state highways

Program sunsets and is repealed on January 1, 2030
