Extends the glass market development payment program from January 1, 2028 to January 1, 2030

Reduces annual funding for glass market development payments from $60 million (continuously appropriated) to $20 million (requiring annual legislative appropriation) starting January 1, 2028

Allows the Department of Resources Recycling and Recovery to set market development payments at different levels based on factors including minimum funding needed to encourage in-state washing, processing, and manufacturing of glass containers

Legislative findings emphasize that glass recycling reduces energy use by 2-3% for every 10% of recycled glass (cullet) used, and reduces carbon emissions by one ton for every six tons of cullet in manufacturing
