Requires each California community college district governing board to adopt a plan by September 1, 2026, for overnight parking programs allowing housing-insecure students to sleep in their vehicles at designated campus parking lots

Mandates governing boards vote by December 31, 2026, to determine whether their campuses will establish overnight parking programs; if approved, basic needs coordinators must begin accepting applications within three months

Requires overnight parking plans to include security monitoring agreements, designated bathroom and shower facilities, free parking permits valid for at least four weeks, and zero-tolerance rules for harassment and drug/alcohol use

Provides civil liability protection for campuses and employees acting in good faith regarding injuries to participating students, except in cases of gross negligence or intentional misconduct

Requires campuses to report annually to the Chancellor's office on program usage, number of students served, participant demographics, and best practices, with information included in existing basic needs services reports to the Legislature and Governor
