Requires lead agencies to incorporate wildlife passage features into transportation infrastructure projects that create new highways or add lanes in designated connectivity areas, with project initiation on or after January 1, 2028

Applies to projects in areas ranked 3, 4, or 5 on the Department of Fish and Wildlife's Terrestrial Connectivity scale, or identified in local general plans as connectivity areas

Exempts projects where Caltrans is the lead agency (state highway system), as well as maintenance, repair, reconstruction, replacement projects, and bicycle lane/sidewalk projects within existing rights-of-way

Allows lead agencies to satisfy wildlife passage requirements through compensatory mitigation credits if the Department of Fish and Wildlife concurs

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the requirements constitute state-mandated costs
