Expands the definition of "workday" for childcare eligibility to include time parents need care while searching for a job, on pregnancy-related leave from work, or during paid family leave to care for a family member.

Adds "parental incapacity" as a defined term covering temporary or permanent inability to provide care, including due to physical or mental health conditions or pregnancy-related health conditions.

Allows families to qualify for subsidized childcare services if a parent is employed or seeking employment, including while on family and medical leave from employment.

Requires parents on family and medical leave to provide a self-attestation form signed under penalty of perjury confirming their leave status at certification or recertification, rather than requiring a medical incapacity form.

Creates a new perjury offense for false self-attestation, constituting a state-mandated local program with no required state reimbursement to local agencies.
