Removes the existing requirement for cities and counties to include in their housing elements an analysis of how identified housing sites relate to fair housing duties, while adding new requirements for site distribution that affirmatively furthers fair housing by reducing residential segregation

Requires cities and counties to complete a fair housing assessment that analyzes segregation patterns, racially concentrated areas of poverty and affluence, disparities in access to opportunity, and disproportionate housing needs, with a 90-day public comment period before adopting the housing element

Mandates that housing sites identified to meet regional housing needs be distributed throughout the jurisdiction in higher-income areas at a proportion equal to or greater than the share of land in those areas, with the Department of Housing and Community Development required to publish an online tool by April 1, 2027 to verify compliance

Requires jurisdictions to rezone additional sites if their inventory does not affirmatively further fair housing, and mandates that rezoned sites demonstrate compliance with fair housing distribution requirements

Adds restrictions on counting accessory dwelling units toward lower-income housing requirements, requiring proof of a recorded deed restriction ensuring affordability for at least 55 years for rental units or 30 years for ownership units
