Requires state and local agencies collecting demographic data on ancestry or ethnic origin to add separate collection categories for Middle Eastern and North African (MENA) groups starting January 1, 2028

MENA categories must include Middle Eastern groups (Afghan, Iranian, Iraqi, Israeli, Lebanese, Palestinian, Syrian, Turkish, etc.), North African groups (Algerian, Egyptian, Libyan, Moroccan, Somali, Sudanese, etc.), and transnational groups (Armenian, Assyrian, Chaldean, Kurdish, etc.)

Mandates inclusion of MENA data in all demographic reports published on or after January 1, 2029, with aggregated data made publicly available online

Prohibits disclosure of personal identifying information and statistically unreliable data to protect individual privacy

Excludes California State University and University of California from the definition of "state agency" subject to these requirements
