Exempts water storage facilities associated with a compressed air energy storage system in Kern County (north of Dawn Road between State Route 14 and Sierra Highway) from state dam safety regulations

Qualifying facilities must have a maximum water pool height of 25 feet or less from final engineered grade and maximum storage capacity of 1,500 acre-feet or less

Exempted facilities must be designed and constructed under supervision of a registered civil engineer and cannot be located across a stream channel or watercourse

Facilities must receive environmental approval from a lead agency under the California Environmental Quality Act (CEQA), including approval by certified state regulatory agencies

Maintains existing exemption for wastewater treatment and storage ponds meeting specified criteria (maximum 15-foot height, 1,500 acre-feet capacity, engineer supervision)
