Cities and counties with populations of 150,000 or more must make a centralized online application portal available for housing development project applicants by January 1, 2028

The deadline extends to January 1, 2030 if the local government makes a written finding before January 1, 2028 that compliance would require a substantial increase in permitting fees and initiates a procurement process for the portal

The centralized application portal must allow applicants to track the status of their housing development applications

Cities and counties are not required to provide status updates for permits or inspections handled by other local agencies, state agencies, or utility providers

The law applies to all cities including charter cities, as the Legislature declared it addresses a matter of statewide concern
