Authorizes the University of California to require criminal background checks through the Department of Justice for prospective staff employees, contractors, and volunteers in positions designated as "Critical Positions" during the final stages of recruitment

Requires UC to submit fingerprint images and related information to the Department of Justice for state and federal criminal history checks

Mandates UC to immediately notify the Department of Justice to terminate arrest notification services when an individual is no longer in a position that permits such notification

Requires UC to verify at least every 6 months that individuals enrolled in the notification system still hold positions with the university

Addresses the January 1, 2027 expiration of a federal grace period that currently allows UC to conduct background checks, providing express statutory authorization to continue existing practices
