Extends the deadline for county superintendents to complete textbook and instructional materials reviews from the 4th week to the 8th week of the school year for schools on the 2024-25 priority inspection list

Requires county superintendents to prioritize reviewing within the first 4 weeks schools where they have received complaints, survey information, or other reliable reports indicating insufficient textbooks or facility conditions posing health/safety threats

Applies only to schools identified on the inspection list established in the 2024-25 fiscal year and only during the fiscal years that list is in use

Declares the bill an urgency statute taking immediate effect (approved July 14, 2025) to ensure sufficient time for school inspections beginning in the 2025-26 school year

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs
