Prohibits, effective January 1, 2027, any person from keeping more than 25 roosters that are movement-constrained through enclosures or tethers

Establishes civil penalties up to $2,500 per violation, with each day a rooster is kept in violation constituting a separate offense

Exempts food production operations subject to inspection, schools, government animal shelters, nonprofit animal welfare organizations, 4-H/FFA/Grange projects, and legitimate poultry exhibitors without cockfighting convictions who possess no more than 25 gamefowl roosters

Defines "gamefowl rooster" as breeds developed for fighting (American Gamefowl, Asil, etc.) and "rooster" as a male chicken at least 6 months old with full adult plumage capable of crowing (excluding bantams)

Allows cities and counties to adopt more restrictive ordinances and does not limit enforcement of existing animal protection laws including cockfighting prohibitions
