Defines "data center" as a room or portion of a room housing IT equipment with a total load greater than 10 kilowatts and 20 watts per square foot of conditioned floor area

Authorizes the Department of Water Resources to establish different efficiency standard tiers for data centers based on factors affecting water consumption

Applies to all cities statewide, including charter cities, as the Legislature declares water conservation a matter of statewide concern rather than a municipal affair
