Requires all California community colleges to retroactively award degrees and certificates to eligible students starting in the 2026-27 academic year

Mandates colleges annually identify students from the previous 5 academic years who have completed degree/certificate requirements, are within 12 semester units (or 18 quarter units) of completion, or have finished general education transfer requirements, and notify them of their status

Requires colleges beginning September 2026 to identify new and returning students without Comprehensive Education Plans (CEPs) and ensure they receive plans before the end of their first academic year

Aims to support placement of students on Associate Degree for Transfer (ADT) pathways by ensuring all students have education plans aligned with their transfer and major goals

Provides for state reimbursement to community colleges if the Commission on State Mandates determines the bill imposes state-mandated costs
