Requires the State Department of Education, beginning July 1, 2026, to collect demographic and case information on complaints alleging unlawful discrimination, harassment, intimidation, or bullying filed under Uniform Complaint Procedures, including the complainant's self-identified protected group, complaint description, actions taken, and disposition

Requires the Civil Rights Department to collect demographic data (ethnicity, race, gender) from complainants and track final actions taken and timelines for all complaints received

Mandates both departments to publish annual summary reports on their websites starting July 1, 2027, with the Civil Rights Department's report due by October 1 each year covering the preceding calendar year

Protects all collected information as confidential and exempt from the California Public Records Act, except to the extent the underlying complaint would be disclosable

Requires all summary reports to be sufficiently deidentified to prevent identification of individuals involved in complaints and prohibits inclusion of personally identifying information
