Renames the California Fruit and Vegetable EBT Pilot Project to the CalFresh Fruit and Vegetable Supplemental Benefits Program and removes the January 1, 2027 repeal date, making the program permanent

Provides supplemental benefits to CalFresh recipients' EBT cards when they purchase fresh fruits and vegetables, with at least a 1:1 match ratio, redeemable at any authorized CalFresh retailer

Establishes funding allocation priorities: administrative costs first, then baseline funding for existing participating retailers, then remaining funds split with at least 50% for smaller retailers (50 or fewer locations, $50 million or less in annual CalFresh redemptions)

Limits technology upgrade funding for smaller retailers to $1 million annually and prohibits technology upgrade funding for larger retail chains

Requires the department to publish quarterly data on program utilization, including number of participating households, average supplemental benefits earned, and benefits earned by retailer category
