Expands vacatur relief eligibility for victims of human trafficking, intimate partner violence, or sexual violence to include arrests or convictions for any offense, except murder (with an exception for felony murder cases)

Extends the affirmative defense for crimes committed under coercion as a direct result of being a trafficking or violence victim to violent felonies, except murder (with an exception for felony murder)

Requires additional law enforcement agencies that maintain offense-related records, including probation, rehabilitation, corrections, and parole departments, to seal and destroy records when vacatur relief is granted

Shortens record-sealing deadlines to within one year from arrest date or 90 days after court order (whichever is later), with destruction required within one year of the court order

Mandates the Department of Justice to notify petitioners and their counsel when the department has complied with record-sealing orders by the applicable deadline
