Excludes residential customers from receiving the California Climate Credit if they are not enrolled in the CARE (California Alternate Rates for Energy) or FERA (Family Electric Rate Assistance) programs AND their total electricity bills from the previous year were less than $300

The California Climate Credit is funded by revenues from greenhouse gas allowances directly allocated to electrical corporations under the state's cap-and-trade program

CARE serves low-income customers with household incomes at or below 200% of federal poverty guidelines; FERA serves households of 3+ persons with incomes between 200-250% of federal poverty guidelines

The bill amends Section 748.5 of the Public Utilities Code, which governs how electrical corporations must distribute greenhouse gas allowance revenues to customers

Violations of Public Utilities Commission actions implementing these requirements would constitute a crime under existing law
