Eliminates the 20-hour prelicensing study requirement for new applicants seeking licenses as property broker-agents, casualty broker-agents, limited lines automobile insurance agents, personal lines broker-agents, life agents, or accident and health/sickness agents

Retains the 12-hour ethics course requirement (including one hour on insurance fraud) for all new license applicants, which must be approved by the curriculum board and the Insurance Commissioner

Establishes fees for 12-hour ethics course certification: $75 for initial certification application and $37 for renewal, with certifications valid for 24 months

Prelicensing certificates of completion expire three years from the course completion date, whether or not a license is issued

Contains a contingency provision coordinating amendments to Section 1757.2 with Assembly Bill 487 if both bills are enacted
