Broadens the definition of "technical assistance" to include training, conservation planning, agricultural planning, and grant writing support for farmers and ranchers

Requires 5-20% of funds appropriated for the Healthy Soils Program, Alternative Manure Management Program, and State Water Efficiency and Enhancement Program to be used for technical assistance, with at least 25% of those funds serving socially disadvantaged farmers or ranchers

Authorizes technical assistance providers to use funds for equipment sharing programs, allowing them to lease, purchase, or repair farming equipment to be shared regionally with producers
